Stephen C. Osborne

Interim President

An alumnus of the College of Charleston, Stephen C. Osborne is the interim president of the College. He assumed this role on July 2, 2018, after having served as a senior advisor to former President Glenn F. McConnell since July 2017. As a senior advisor, he has provided the President’s Office guidance and leadership in the areas of contract review, institutional policy review, capital project planning and executive-level recruitment as well as served as the representative for the president to the Colonial Athletic Association.

Prior to becoming senior advisor to the president, Osborne was the executive vice president for business affairs of the College, a position from which he retired in June 2017. In this capacity, he managed the Division of Business Affairs, which includes budgeting, fiscal services, payroll, internal auditing and financial reporting; the Office of Business and Auxiliary Services, which includes parking services, dining services, bookstore operations and Cougar Card Services; and the Offices of Procurement and Supply, Human Resources, Facilities Planning, Government Relations, as well as Information Technology, Physical Plant, environmental health and safety and human relations. Osborne was an ex-officio member of the College of Charleston Foundation from 2006 to 2017. Today, he continues to serve on the College’s Friends of the Library Board.

Before coming to the College, Osborne served the South Carolina Budget and Control Board (B&CB) for nearly 27 years, ultimately as chief of staff. In this position, he chaired the Board of Regents for South Carolina Executive Institute and served as vice chairman for the Enterprise Information System Oversight Committee. In addition, he was a gubernatorial appointee for the S.C. 911 Advisory Committee and a B&CB appointee for the Commission on International Cooperation and Agreement. Also during his service to the Budget and Control Board, Osborne was the state director of Total Quality Management and the chairman of the S.C. Information Technology Advisory Committee.

Independently, Osborne has presented a paper on South Carolina’s budgetary process at the Transatlantic Forum in Germany, and he’s had several articles published in the South Carolina Policy Forum. He is a past-president and past–vice president of the South Carolina International Personnel Management Association and a member of the National Association of College and University Business Officers. In September 2010, Osborne was elected to the S.C. Chamber of Commerce Excellence in Education Council. He also served on the Board of Directors of the Charleston Regional Development Alliance from 2009 to 2017 and on its executive committee in 2013–14.
